That it doesn't make sense to you only shows you're not that bright. With high taxes you never get out of poverty, it's as simple as that.

Rich people are not affected much by high taxes, since they have enough money, poor people however, it stricken hardest by high taxes.

If someone is interested: the correct translation would be 'rosy' or 'rose-coulored', whichever you like more.
For that matter Red Rose = Rote Rose.
