The goal of the disaster response communications (DRC) research project at Intel Labs Berkeley is to enable citizens to communicate using familiar internet applications on their personal devices (e.g. smart phones, laptops) even when the network infrastructure is degraded or barely functioning, using Delay Tolerant Networking protocols.
