They do similar stuff, but Dialga's unique ability vs. Palkia is that it can slow down time (Dialga can manipulate time) and Dialga's beams are vertical, not Horizontal. A unique ability of Palkia is that it can turn the stage diagonal (Palkia can manipulate space). So there are differences if you look carefully.
