Limiting State Government Spending: PA's "Taxpayer Fairness Act"
The Honorable John Andrews, former President of the Colorado Senate, is a nationally known taxpayer advocate. In 2004 the Colorado Union of Taxpayers saluted him as a defender of Colorado's Taxpayer's Bill of Rights (TABOR), the state's tax and expenditure limitation.
Senator Andrews visited Harisburg in 2006 to meet with legislators considering the Taxpayer Fairness Act (now called the Taxpayer Protection Act). Andrews discussed Colorado's success with TABOR, a 1992 state Constitutional amendment which limits increases in government taxing and spending.
