@Bigbreak2 yeah it does. Typically they exchange lines with the neighbours. The objective is to have everyone work together so no one goes bump, and yet any vessel is still able to exit as required without too much hassle to the neighbours.
Actually on re-watching this, I noticed that this marina is set up specifically for stern ties: the white boat does not have his own anchor out, but rather has a bow line tied to one of the mooring balls (likely attached to a large concrete block)

@uhhhbr549 its called a stern-tie: the anchor gets dropped holding bow in position and then tie the stern off to the dock.... its standard moorage that allows many times more vessels to dock on a given pier

@uhhhbr549 sure- As is evident in the video the finger pier is only half as long as the yacht itself, so to provide extra stability while at dock an anchor is deployed, usuually up current from the bow. I do not know where in FL this was but it appears there is a strong currrent running hence the Black yachts loss of control. I have run yachts and large boats all my life and do see a vessel now and then employ this tactic. All a captain needs is approval from the dockmaster.
