Don't forget the party before the party - J'Ouvert, the traditional predawn procession of steelbands and costumed revelers that takes place early Monday before the big West Indian American Day Carnival Parade on Eastern Parkway.

The annual celebration is known for its ban on amplified music and its focus on huge, hand-pushed racks of steel drums and percussion instruments.

Another highlight is the costumes, which range from the mud and oil covering "jab-jab" devils to creative masqueraders lampooning famous individuals such as politicians.

"It's getting huge," said J'Ouvert City International organization co-founder Hazel John, who noted that about 25 steel bands and 12 mas (masquerade) bands will begin arriving at the intersection of Empire Blvd., Flatbush and Ocean Aves. about 2 a.m.

The procession begins at 4 a.m., traveling east on Empire Blvd. to Nostrand Ave. and south on Nostrand to Lefferts Ave., where it ends.

Grand marshals for this year's J'Ouvert include JCI founder Earl King; John Samuelsen, president of the Transit Workers Union Local 100; City Councilmen Mathieu Eugene and Jumaane Williams; state Sen. Kevin Parker, and Chief Tony Crystal of the 71st Precinct Auxiliary Police.

Party time's from noon to 6 p.m.

Don't fall prey to rumors - the official time for the West Indian American Day Carnival Association's parade tomorrow on Eastern Parkway is noon to 6 p.m. It begins at Schenectady Ave. and ends at Grand Army Plaza. Rumors had an earlier finish time.

Thousands of costumed carnival revelers, up to 40 mas bands and music trucks will travel the parkway while vendors sell Caribbean foods and drinks, arts and crafts, books and other merchandise.

Reggae star Shaggy will be riding down parkway on the Daily News float, which is being sponsored by the Municipal Credit Union. Shaggy is appearing courtesy of Hot 97 FM radio.

They're stick-lers for a good show

This year's West Indian American Day Carnival Association's Dimanche Gras show tonight will feature a rare appearance by Kambule stick-fighters from Trinidad and Tobago.

History and culture run deep with the stick-fighters, whose predecessors fought British militia around Port-of-Spain, Trinidad, in 1811 to ensure the continuation of carnival celebrations. Back in Trinidad, the Kambule riots are commemorated with annual reenactments.

The show also includes the Queen of the Bands competition, David Rudder, Rikki Jai, Aaron Duncan, Black Stalin and a musical tribute to Rawlston Charles of Charlie's Records, stilt walkers, and the Rhythm Masters. Show, which will be held at the Brooklyn Museum grounds, 200 Eastern Parkway (entrance on Washington Ave.). It runs from 7 p.m. to 1 a.m. Admission is $30 in advance and $35 at the door.
