From aclu.org/brokenpromises: Katherine Mattes is the Deputy Director of the Tulane Law School Criminal Clinic. When the hurricane hit, the New Orleans police department's subterranean evidence room flooded, destroying crucial and critical evidence that would have been used at criminal trials.

Government neglect of New Orleans' infrastructure led to the destructive flooding after Hurricane Katrina hit, and bureaucrats' mishandling of the aftermath led to widespread violations of human and civil rights. The ACLU has released video interviews and a new report, Broken Promises: Two Years After Katrina, detailing the abuses prisoners suffered in the wake of the hurricane.
