@samskateboarderking In a surprise announcement yesterday, HBO announced that it is picking up the animated series "The Life and Times of Tim" for a third season, consisting of 10 episodes. The announcement comes 2 months after HBO supposedly cancelled the series, and production company MRC had been shopping the series around to Comedy Central, Adult Swim and TBS.

I don't think that the bad animation is necessarily intentional. However, i think that the point to this is that the animation should not matter at all. It is all about the dialogue and voice acting.
