secondly, you make it sound like the rest of the world hasn't been doing this for years. Cops in england aren't even armed unless they know for sure the person is armed or incredibly, and habitually, hostile, and they don't seem to mind, and benefit from it.

Its not about causing everyone to feel the punishment of one officers mistake, its about keeping a clean slate. IE, it isn't "Better" that the cop didn't wip out a gun and execute him (yeah yeah, bad example, you know what Im talking about) , thats beside the point. Gross use of tazers, and even other nonlethal forms of control create an environment of distrust between law enforcement and the population, effectively negating any sort of advantage to them. This has been researched extensively.
