I'm pretty sure you're right, but then if you read about the discussion of this video by veterinarians, they don't seem to consider that possibility themselves, and also the extended version seems to indicate maybe there is no control. Also when the dog turns to bite its own leg, it would seem that the path of the fishing line would be interrupted. either way, it's positively hilarious.

Do people not hear the woman say "okay let's just do one more sequence" at the beginning? They're obviously controlling the dog's leg. Pulling it most likely. ;) I'm sure the dog doesn't have any neurological issues.
