I doubt it's that simple. Keep in mind that Mario 64 itself was considered high quality graphics back in the day and that was like 8 megabytes or something. Ultimately, I think it's a mix of design decision as well as budget and time constraints in development. Look at a game like Oblivion. That'll keep you busy for months, and it all fits nicely on a double-sided DVD, not to mention it still looks fairly good graphically.

@Sasukev Well blame it on the faggots who prefer graphics over game-play. High quality graphics take up a lot of space and I don't think the disks have a lot of space in them.
