How did you find this? I have the 2-disc special edition, and I figure this would fall under outtakes, but there aren't any outtakes, just deleted scenes. I'm only confused because they listed outtakes and deleted scenes as separate categories, so I don't know what the deal is.

It's been passed around the internet for a while. Apparently they wanted it on the dvd, but couldn't because of legal issues
The dvd producer said:
"The Penis Song was something everyone wanted on the disc. Everyone, that is, except Frankie Avalon, who wasn't amused by the parody of his song Venus. He promised to sue if we used it, so there you are"
