In Some Situations, I would agree that asking For Permission before taking a picture is appropriate. But most of the time no, Don't ask before hand. The Whole Point in Street Photography is Getting those shots Naturally, By your Subject being off guard. Once you ask, forget it they are posing, acting, or just showing off, Because they expect it.

Lycavittos is right, asking your subject defeats the whole purpose of trying to make a street photograph.
You are supposed to be a fly on the wall, observing and capturing the human behavior. ....unnoticed.

Asking people to be photographed is cool, but there's plenty of room in the world of photography for candids as well!
