could you tell me whats wrong... I did exactly this but when I finally clicked ok for neon, an outline only appeared, not the whole thing...and i did exactly what u did with GIMP 2.6 so whats wrorng????

@pjnichols by outline,do you mean the glow?and did you stack the layer downwards?if this doesn't help than i am sorry because i have not done this in ages so yeah
