I don't know whether a GOP chair can serve more than one term, but since Michael Steele introduced rule changes that rendered the delegates completely unbound in order to make the convention relevant and interesting once again. If it's possible to be reinstated for a second term, this would explain why he wasn't. - Oh, yeah, not with Dr. Paul specifically in mind, but just as someone who doesn't want a monolithic party structure.
