Mongoosh what program do you use for the changing colour effect?

I do my video editing in premiere elements 1.0 Their is a in the effect settings a proc amp. I use it to chhange the hue during the clip. :) . (normaly u use this tool to clean the American NTSC standard(Never The Same Colour))
