@prettyavenue A rise ball can be thrown to cross the plate at any height in the strike-zone. Yes it's most commonly thrown at the top of the zone as to draw a batter into swinging where they favour their power (at chest height). A low rise is a great pitch to throw. To the batter it will often seem as the ball is going to end up low, so no initial attempt is made to hit it, and by the time it's begins to kick up into the bottom of the zone it's often too late to be hit or to be hit effectively.
He's throwing like that, because this is what's known as "Modified Softball or Modified Fastpitch". It's an intermediate version of the sport... ie. It's not Slowpitch, but a full windmill Fastpitch delivery is illegal in Modified. Check it out n the ISF (International Softball Federation) Pitching Rules.
