I see what you're saying, but here is how it generally works in the "free market":

Two kids: One gets updated textbooks, small class sizes, access to technology, and a good meal at home after school each day. The other gets outdated textbooks, overcrowded classes, a limited amount of computer access, and goes to bed hungry 4 nights a week because mom and dad can't afford to eat. Which student is going to be the A student and which will be the D student?
