Deficit to society? lol! fuck that. How many other things am I paying for that are a "deficit to society" that i'm not aware of and have nothing to do with...

Please note the other people that back Harbour At the SAAQ (known as the specialists / profesionals) are all his old palls from when he worked as one of the big boys at Industrial Alliance in Quebec city.
What a surprise its seems you do have do any thing or know anything to get anywhere. you just have to have a friend in high places.

Fucking bastard, I met him once and if i had known how he was going to fuck with the SAAQ and make if the only and last place the Quebec government could suck more money out of the public I would have punched his face then.

Its amazing to me .....Harbour talks about the cost payout by the SAAQ for accidents and how they will recover those costs from us riders, but never mentions what the SAAQ is doing to reduce the Accident rate.
He has a nice little cottage on the ocean in Les isle de la Madline. We should all do a nice ride there when hes there on vacation.......

Fuck Harbour! First they tell us to be responsible, THEN they boost our fees to $1,400.00 (!!!!) even though we have NO demerits or accident claims. NOW they tell us that if we better our statistics we might receive a decrease in our fees. FUCK that, they fooled me once already!!!
