Look at the concluding statement in Dan 4:25 ..."till you know that the Most High rules in the kingdom of men, and gives it to whomever he choses". God will allow and not interfere to allow a bad ruler to come on so people could reap the benefit of their labors so to speak.

Also Paul was saying that irrespective of the ruler in place, He has the prerogative of allowing wicked rulers to come into Power sometimes to punish His people for their sins, or as a direct result of the actions of the people themselves (He could have acted to prevent a ruler, but chose to not do so and allow the natural course of man's rebellion and foolishness to bear its fruit in bad rulers).

Daniel, to also answer the question you asked about Rom 13:3. I also believe Paul was speaking generally about Rulers not being terrors to law abiding citizens.

Exactly. If there is no regulation by the Australian Government, then the Chinese Government will continue to buy up big chunks of Australia, its mines and companies and will control Australia.

Australians have no problem with PRIVATE international companies ...but when OTHER GOVERNMENTS buy our companies or buy up our mines, etc, ...then we get concerned, for obvious reasons.

Chinese did not call it an invasion for foreign investments to China... just think of the casinos in Macau, is that an invasion? Ha....
