There are only a few of my designs that I fold the paper in half, but usually it is all just on one side. I use an exact-o knife and yes I like to draw my idea on the back side first then cut it out....

Loved it! Cute touch there at the end with the movement in the tree, too!

What kind of paper do you like the best for cutting? I just used the scherenschnitte paper that's black on one side and white on the other and had to go back around the edges with a black marker so the white cuts didn't show.
