PTR Rogue Legendary Dagger Information Part 1

Going to make this a video that I come back to and edit/reupload with more information the more I find out. Make sure to favourite it to be kept up to date. So far the quest line has slightly changed from what was first discovered on http://www.mmo-champion.com and the NPC that you recieve the initial quest from has been woven into the starting RP that happens during the trash of the Dragon Soul raid.

Can I get the first Q item from Hagara in the LFR System ? Or is it only in the "normal" 10 and 25 man ?

Just as an FYI, the Eye of Eternity is where the Malygos encounter took place. After beating the first 3 bosses in Dragon Soul, the raid members, Thrall, and the Aspects will teleport to the Eye of Eternity where Kalecgos (the new Blue Aspect) will attempt to alter the power of the Dragon Soul so it can be used as a weapon against Deathwing.

Do you have to do the 3 dungeons to have access to the quest? I go exactly where you go on the video and there's nothing there for me.. Please help!
