Update: Many banks are now printing a "customer locator code" on the backs of their envelopes. Whether they can be simply covered with a sharpie or are magnetic ink and need to be more seriously destroyed I don't know, but the banks are trying to outsmart this movement.

Unfortunately, this fellow is a bit uniformed. Business reply mail from banks/credit cards is handled by third-party contractors in the direct marketing business, not bankers.

Foreclosure or any other departments of banking offices are not going to lose manpower because of a sudden rise in mail.

The people who actually open the mail sort/file/enter legitimate filled-out applications.

Anything else goes in the garbage.

I find it fucking hilarious that this grade-A dumbass is sitting around wasting his time and money filling envelopes with wood and when the bank finally does get this they will not give one shit and throw this thing out immediately. I'm sure his little liberal arts friends all think hes really sticking it to the man though - so I guess there's that.
