The name of the song you hear is called "Fuji-san" which is the Mt. Fuji National Park song. This is on the road leading toward the mountain. Japanese people have done this so that the road will sing the song when you drive up to Mt. Fuji. You hear this only on the way up though not on the way down. Japanese people love this iconic Mt. Fuji. They cherish it so much that they even designate February 23 as Mt. Fuji day..I've been there once and it was so awesome to experience that in person.

@atnasomfg from the way the camera is concentrating on the road I think the ridges in the road are being played by the tires and creating the tune.
