@MrPhoenix1233 You are almost correct. Though it is true that there are nerves in my "second neck", my nervous system is lacking and my nerves have no effect on my psychic powers. My "second neck" is there to give my true neck more room for muscles and windpipe. It also helps pump blood to my brain which needs alot when I use my powers.

@MichaelCox Apparently it's a whole 'nother bundle of nerves that gives Mewtwo heightened perception of the area around him. Think of it as a way for him to augment his psychic powers too.
