We didn't declare war on Iraq the country, we declared war on terrorism. We aren't fighting the country Iraq. If we were we would have won years ago. We are fighting the specific terrorists in the area.

The President has the power to move troops for 90 days to were ever he wants. After those 90 days, congress has the power to remove those troops. They have not done this. So in this sense, they have voted FOR the war.
