this is one of the tightest knit songs for the band musically...everyone is in sync with everyone...all the instruments thrive off each other

Yes this will be released on teh DVD Jack in Green:Live in Germany on may 20th.

So it seems. Have you seen the trailer? But I still don't know if this is an official release. The official Tull site says nothing. (or maybe I just don't know where to look :P )
