Exactly what "government spending" are you referring to? HIV/AIDS research/treatment does not even rank on the list of top 100 government expenditures.Are you aware that the federal government actually receives more than 10 billion per year from charities and other organizations to combat HIV/AIDS and less than half of that money is actually spent on AIDS research.The war on AIDS has cost Americans about $3 per year.The war on Iraq costs each one of us $1,721 per day.Which is a bigger waste?

If they do that, they shouldn't be allowed government assistance for medication. Their insurance shouldn't cover them either for that.

Bug chasers view HIV as an inevitable fate, so they want to get it over with. Some also view bug chasing as very erotic, and don't ACTUALLY desire to contract it.
It's more of a thrill. When you're constantly engaging in sexual activities, there comes a point in which you begin to lose interest in conventional sexual acts.
To give an extreme and half ass analogy, think of Russian Roulette.
