no there is a secret easy way to defeat popinski: block both of his wuss punches, as he ducks for "zee uppercut" do a quick block, then gut punch just before he punches, then next uppercut just stun him once or twice and deliver that star punch, it is one hit fatal! then just repeat until dead! i used that technice to win! its kinda tough but its very rewarding!

This isn't a game genie cheat at all this isn't as easy as it looks but very possible I got the tko in 2:13, i messed up on the second hook, but this is doable
