Oh, wait! I've only just discovered this band thinking that the singer did sound awfully like Bill Callahan and then researched only to find it is Bill himself. Awesome.

He's "repeating the same line over and over again" because this is a "song" and that is an example of what is referred to as a "chorus". If you don't get folk music, you don't get it.
