To completely bring a shocking focus to select landmarks like a sari & a totally non-interactive face while killing the net organic flow of expressive hues is precisely the stuff that's somewhat acceptable in cartoon illustration, but never in serious artwork, as I see it.
That's never denying your right to enjoy cartoon illustrations & shocking saris.

That's due to political prejudices against the iconoclast, & not due to any deficiency of craft. Quite different from Ravi Varma's case, of gross inability to bring hues and depict proper lighting effect in non-abstract painting. And of course, proportions flying out of the window.
