In fact, Dr. Evil refers to Dr. Parsons inventing the "Giant Laser on the Moon" and "The Moon as Death Star"... which both ARE a JOKE! hehehe

He didn't say it was formed then? He said it was a "PROGRESSIVE ROCK BAND in 82." Which is obviously implying that thats when they were most famous.
