This was taken during a structural engineering inspection of anchor bolts on a moment frame. On a previous building the bolts were set too low. The fix is very expensive. I was checking the other buildings and noticed the tops of some bolts were shiny (no rust). We reached down and unscrewed a portion of the another bolt that had been screwed onto the nut to make it look like the bolt was set high enough. I later found a box full of anchor rods about 3 inches long that were being used throughout the building. We found this on multiple base plates. If you want to know the construction company I will be glad to tell you.
so what bolt is this.

thats why you spray them with bleach and pour rock salt on them. rusts them up real good : )
