The "I Ching," book of changes [metamorphosis], he's talking about is like the Chinese Webster's Dictionary, but it is much more profound, and shows relationship between words (names, ideograms, pictograms)....
Ha, ha - a hippy psychedelic flick by PKD! The I Ching probably helped his meeting and plotting decisions. It has "Mandarin" limitations also, to be overlooked or integrated into present readings. God might have a personal name to a given consciousness - if cosmic energy reception comes on an auditory level? Such a name would be "ineffable" however, whether taboo in speech, or cultivated as a "deathsong" or otherwise, would depend on personal evaluation?
"The I Ching has told me more lies than... anyone I'd care to mention."

You gotta love PKD. I don't even know what else to say... He was more sane than most but still kinda crazy at the same time...
