If you're talking about the Mendota situation there are many factors as to why it is so high. One, the irrigation system in place is decades old and now how to stretch for 35 million people. Two, industrialized farming consistently wastes resources and has a negative impact on the Delta and the fisheries. And as for the level of conservatism, I'm referring to the attendees that intended the event and still buy the bs spewed by local talk. Also the migrants tend to be conservative Catholics.

And as for the pumps issue, I suggest you look in to the matter a little bit further and turn off the talk radio for a moment to see the actual record of events. It might also do you good to look outside the sphere of the West Side's plight and see what affect over use of water and mass farming is having on the San Joaquin and Sacramento River Deltas. BTW, I also lived in the Bay Area and know for a fact that the Salmon fisherman are suffering and are having to resort to going north to sustain.
