Paying money as reparations without an official acceptance of the crimes
i.e. removing the yakusuni shrine, and ensuring that Japanese history textbooks show these crimes, plus not hiding these facts from the Japanese public; is an INSULT to those that died.
So their lives mean nothing more than just money? How if I shoot your parents then pay you $50 for it later and expect you to get over it? HOw would you feel?
