I think the imagineers did some great things to create an underwater feeling, though I wonder what the ultimate decision was to not incorporate any atmospheric effects like a light fog create a more immersive underwater feeling. Disney uses this effect in their Little Mermaid show at the Hollywood Studios before the show. I can think of several reasons, but would love to know more inside information with regard to the undersea effects decision making.
