It sounds fun, but no ball in hand seems weird. What if I'm not comfortable with a three rail kick, and instead I just freeze the cue ball up even closer to the ball or leave an even worse safety for my opponent? Then I foul and lose a point, but they most likely will in return.

That's a great idea but I've always said they should take ALL safety play out of any rotation game. (1 miss = ball in hand) - This would make the game more exciting and less confusing for the fans which would bring more money into the sport.
It doesn't look like that's going to happen so this is a great exercise to combat the boredom of safety play.
