The way the piss goes on in a seemingly fixed path represents the Kafkaesque notion that our fates are fixed completely and that we lack control over our lives, which shows how trying to break free of the hold of bureaucracies is an absurd notion. The statue of the man represents the authorities pissing out waste product, which is an allegory for ordinary people struggling against that which cannot be struggled against. Or it could just be a statue of a man taking a piss.

When I went to Prague about a month or so ago, I passed signs for this museum, but didn't go. Almost wish I had now. XD
