You said it comes built in with Windows XP, do you mean only in XP Tablet Edition? I have it on my tablet, but can't seem to find it on my desktop.
Also, with quick note jotting, the ink desktop with the Experience Pack is a great tool, also OneNote works well too.
For desktop notes, I prefer using ATNotes, it doesn't work with hand writing, but with ink desktop, that's not really a problem. ATNotes allows colors, gradients, always on top, etc.
