Interesting...but illegal in Ontario. It's what anglers here call "lining or flossing" and a hook set outside the mouth is considered a snagged fish.

Our system is legal in Ontario after being reviewed by the Fisheries Section Staff. If you would like to provide me an email address, I can forward you a copy of the letter. Some excerpts from the letter:
"If you watch the video you will see that the intention is to reduce mortality associated with catch and release fishing, in particular for fly fishing."
-After discussing with Mr. Robbins and Fisheries Section staff we have agreed that this system is legal for use in Ontario.
