The Kerry-Lugar Bill has stirred tremendous political controversy in Pakistan. Many questioned whether certain conditions attached, athough modified later, were acceptable. Others endorsed the need for accoutability during the disbursement process.

The way East India Co captured India by fraud is being applied on Pakistan by USA via IMF/W.Bank. Kerry Lugar bill can easily define this. IMF/W.B has conditions of approving loan like poverty level or lack of resources.
