Maybe there is something behind the camera such as an item or hand gesture that gets the bird to whistle on command when normally quiet. Is that a good guess?

I'm assuming this is the same type of technique that Clever Hans the horse was taught. Which is basically to keep counting (whistling) until the audience reacts, in this case the person holding the camera would start talking.

your voice is recorded afterwards in order to match it up with the gaps in the whistles. Sylvester the Talking Kitty's videos are done that way, as well as the cat's meows being replaced by dialogue. i noticed the "look this way" line right before Peaches looked at the camera, and variations of that are in the kitty videos as well, where the creator asks Sylvester to sit down right before he does.
