to my last comment, u cant take any weapon except for the rolling pins and slasher knife. for clothes u cant take pint sized slasher mask. u cant uneqipp them D:

You know when you say "something similar in oblivion" Oblivion came first, so if anything Fallout 3 is what's similar to Oblivion. Just saying.

That's a good question. I'm not entirely sure, but I imagine like all the other boxes and crates and stuff that have things in them, they'll eventually replenish themselves.

they do? i haven't noticed... so the things inside of a box will eventually replenish?

Yeah, I've gone into DC and raided Super Mutant camps, then left and came back a little bit later to find all the enemies respawned, with more stuff in the crates. It's sometimes random what respawns, but I think there's almost always a Mini Nuke at the Super Mutant camps, for example.
