I don't believe he is deaf. He has a very strong lisp and accent yes but the fact that he uses varying inflection suggests to me that he hears. Why would a deaf person raise their pitch at the end of a question? Rather unnatural for someone lacking sound perception.
The point is that he speaks this way because of his perception of sound, not because he is from Holland. Be it deaf, hard hearing, or whatever the amount of sound is that he can hear. I'm not saying this as a guess, I've worked with him for over 7 years.
