You're mis-hearing that.....It's high draped pants (also called high drape pants) which were popular in the 40's, especially among hipsters and sharp dressers,for example Cab Calloway and Dexter Gordon. You know, the high-waisted pants with pleats and cuffs that hung down like drapes.
For the record, the first bit is from the Jammin' the Blues short from 1944. The second song, "Fine and Mellow", with Billie Holiday, is from a CBS special " The Sound of Jazz" broadcast in 1957. The song is special as the last time Holiday and Lester Young played together (the second sax player, that Holiday nods to in approval). Sadly, both Young and Holiday would be dead 2 years after this aired.
