Baltimore is a very scary city and there are only a few relatively safe feeling areas. You couldn't pay me to live within the city limits. It looks so crappy as well...sorta like detroit.

First of all, you can tell the girls in the video are tense. I agree with the other poster that there's a good chance they were "laughing" because getting up and high-tailing it out of there would have put them in a dangerous position. I can also agree that the girls may have thought they were joking.
