Lances were optional and were issued to the individual soldiers who requested them.
Both Poles and Germans executted cavalary charges during the September Campaign in 1939. Cavalry was the least mobile component of the Polish armed forces (besides 7th Infnatry Division) capable of breaking out from encirclement on her own with casulties at or under 50%.

The Polish Cavalry was transformed into mounted infantry in 1936 or so; German in 1928 or about. Polish cavalry began mechanization process two years after German, 1936, 1938, respectively. Because of this process the German cavalry units in 1939 were in fact units of Heavy Mounted Infnatry, and the Polish cavalry brigades had as many anti--tank weapons as average infantry divisions. In 1914 lances were still being carried by regiments in the British, Indian, French, German, Italian, Portuguese, Spanish, Japanese, Turkish, Belgian and Russian armies, amongst others. The trench warfare and blood bath in WW1 put an end to it. Polish cavalry discarded the lance except for ceremonial purposes and shows. They were a mobile reserve expected to ride from the rear to the battle, dismount, and fight like normal infantry equipped with all kind of up to date weapons.
