@parastri This horse is a Paso Fino, a breed from Columbia, Puerto Rico and the recently the United States. To get one you would have to talk to a breeder and these horses, for a trained one with good bloodlines, will run you anywhere from $5000-$100,000 USD plus shipping costs. There are a few breeders in Europe (I know of one farm in Spain and another in Germany) but they are not as high quality as those from Central and North America.
I've had a horse bruise her hooves in a parade on asphalt but the thing most of you don't realize is the profound difference in the gait these horses do. Rather than have the horrendous vertical impact that you find in your trotter/pacers and your galloping horses these horses do a broken pace or even four beat which means nearly all the force is forward and almost none is vertical impact. It's like the difference between a race walker and a runner. They aren't comparable.

I HATE TO SEE THOSE HORSES HITTING THE PAVE LIKE THAT! IM A Thoroughbred TRAINER, LIKE THOSE PACERS BUT NOT AND NEVER IN THE ASFALT.
