there's a cheat called "player pratfalls" where you can do this stuff without having to activate the insurance fraud mission.

Gah,maybe it is my shit graphics card. GTA IV was the FIRST FRIKKIN GAME I EVER HAD AND DIDNT WORK ON MY PC

AND I can run AVATAR:THE GAME without any lag. wtf?

Not really. My PC is worth about £500 ($1000 or so) and runs GTA IV and Euphoria physics like a dream.
